Each year, the City Government of Surigao, formulates objectives and plans for Surigao City's development. These objectives serve as the roadmap of each city department in catering services to the constituents and attaining the desired goal of progress.

The following is the outline of objectives of the City Government for each sector of city:

 Economic Sector

  • To improve agricultural and fishery productivity. 
  1. Staple crops and high-value cash crops production.
  2. Fishery production
  3. Support services and facilities
  4. Crops production area
  5. Research and extension services
  6. Livestock and poultry production
  • To efficiently and beneficially utilize mineral, marine, tourism and other resource-base of the city and province.
  1. Mineral resource utilization
  2. Development and promote tourist attractions and destinations, commercial and industrial areas
  3. Improvement of service facilities- accommodation, food and beverage, transportation, entertainment and convention facilities
  4. Small and medium enterprise development
  5. Productivity improvement
  • To increase employment opportunities.
  1. Job generation opportunities
  • To increase the number of families with income above the poverty threshold.
  1. Poverty incidence reduction
  • To maintain ecological balance.
  1. Environmental management measures/policies
  2. Maintenance and protection of major eco-systems (terrestrial/upland, wetland, marine/coastal)
  3. Living environment/urban Eco System Management
  4. Sustainable agriculture

Social Sector

  • To develop self-reliant urban and rural communities.
  1. Livelihood opportunities (small industry, skills training)
  2. Government support (financial grants/soft lease)
  3. Market access
  4. Cooperative development
  • To develop and strengthen socio-cultural structures.
  1.  Human resource management
  2. Community participation and mobilization
  • To improve delivery of health, education, social, protective and other services.
  1. Improvement in basic health indicators
  2. Access to potable water
  3. Sanitary toilet provision
  4. Literacy rate and related education performance indicators
  5. Crime incidence decrease
  6. Welfare services to disadvantaged groups
  7. Housing and resettlement development

Infrastructure and Utilities Sector

  • To increase and upgrade infrastructure facilities.
  1. Public buildings, social infrastructure development
  2. Road network land transportation improvement/development
  3. Sea and air transportation improvement/establishment
  4. Power and water services
  5. Telephone services (interconnected/expanded)
  6. Drainage/sewerage system (develop/upgraded)

Macro Inter-sectoral

  • To strengthen local governance.
  1. Streamlined local government operations
  2. Collection efficiency and revenue generating capacity
  3. Community mobilization
  4. Human resource development
